CHED Director Abuan keynotes 2016 DC-SUC/CIRPS Socio-cultural and Literary Festival

The two- day Development Council of State Universities and Colleges (DC-SUC III/CIRPS) Socio-Cultural and Literary Festival 2016 formally opened in the afternoon of October 27 at the Central Luzon State University.

Dr. Caridad Oli Abuan, regional director of the Commission on Higher Education (CHED) Regional Office III, keynoted the opening program held at the CLSU Auditorium.

Speaking before the delegations from the 13 member-institutions of the DC-0SUC III, Dr. Abuan recognized as timely and relevant the theme of the activity, “Paving the Path towards Internationalization of State Universities and Colleges through Culture and the Arts.”

“This is actually what the Philippines needs as its starts its traverse towards international integration”… Director Abuan said.

She also said that, “it has been the policy of the Commission on Higher Education to internationalize higher education in the country to facilitate the development of human resource base that will be responsive to the demands of the 21st century. It is in the pursuit of this policy that CHED established the policy and guidelines of endeavour to strengthen educational, cultural, social, economic, and political bonds between Philippine and foreign institutions of higher learning thereby fostering a vibrant exchange of cultures integral to a peaceful living within the local community. This is through CMO No. 01, s.2000 or the Policies and Guidelines in the Implementation of International Linkages and Twinning Program.”

 The twinning program is a collaborative arrangement between the Philippines and one foreign university with the desire to build capability of both institutions; to operate, manage and administer an undergraduate or graduate program and to provide opportunity for students to have international diploma or degree. One of the many ways by which the twinning programs can be implemented is through cultural exchange, “she also said.

As she congratulated the organizers and participants for their collective efforts at holding the activity, she exhorted the participating schools, saying: “As you showcase various cultural and literary competitions in preparation for your participation in the 2016 PASUC National Culture and the Arts Festival in November, please take to heart, too, the diversity of world culture that should not divide us but must serve, instead, as a synergistic force that will unify the world. Let us show the world the values that the Philippines and the Filipinos hold so dearly.”

Finally, Dr. Abuan expressed a wish to see the participants perform not only in the competitions but also in their communities, in the Philippines and also in the international arena.
